Applying for Dual Citizenship in Sri Lanka - what the instructions don't say!

I applied for dual citizenship this morning and was able to complete the process in less than 45 mins. However this is due to advise given by several friends who applied before me and found out that the instructions on the form were far from complete (thanks guys!). Of course this is to be expected and is what I ranted about in a previous post about dealing with govt. departments. Make sure you have the following available when you go in to lodge your application. Note that my experience is from lodging the application at the department of immigration in Colombo. Process and requirements at consulates around the world may be different so please feel free to comment on this post if you have any information you can share.

1. The form says you need to submit certified copies or originals of your documents (birth certificate etc). What they really means is that you need to submit the original with a photocopy and they will certify it at that point (the asst. controller does this). If you don't have originals they will make a fuss and you may be turned back. You don't need to provide certified copies of anything. Originals are given back soon after certifying.

2. All photocopies need to be on A4 size paper. Other sizes are not accepted as it doesn't fit in the file! Take photo copies of everything you can think of!

3. Even for the "resumption" category they ask for the Sri Lankan passport (even if it's not valid anymore). You need a copy of the details page along with the passport itself.

4. You need photo copies of all entry visas to Sri Lanka (on your foreign passport).

5. Everyone over 18 years needs a police certificate. When I asked them 3 weeks ago they said I need to get it from UK even though I have been in Sri Lanka for more than a year now. But today they said if the applicant has been in Sri Lanka for more than 6 months then a police report from Sri Lanka will be accepted! There goes (£45 x2) down the drain!

Get there early - we were in by 7.30am and got appointment number 1. Depending on the number you get you may need to spend 1.5-2 hours as it's only one person at the counter for collecting the docs.

The process is supposed to take between 1-3 months (they have not been consistent with this communication). However you get a nice acknowledgement letter with a reference number etc stating that they are "honored" to accept your application. I also overheard one of the officials telling someone on the phone that there will be a periodic citizenship ceremony at BMICH to award citizenship...!

    Thanks for posting this. I lodged mine two wks ago. Couple of points I might add...
    1) if any doc isnt quite right, they may still accept the file and put it in a 'pending' pile.
    But probably better to lodge in one go even a day later.
    2) can get photocopies right there from stalls as you enter Immi Dept bldg.
    3) they accept applications only till 2.30pm.
    4) for Australia, you need the Federal Police Clearance and not the State Police Cl...
    and just 'Name Check Only' will do. No need for Finger Print Check.
    By the way, I believe Immi Dept will be moving to Battaramulla in the next few months.

    1. Hi, I have a question. I'm a Canadian Sri Lankan. I have to apply under Resumption. I have two middle names, while Canadian official documents have only one (they dropped one). Do I put both middle names or only one as in canadian documents? Did you have this problem?

    2. I think its best you apply based on your Sri Lankan birth certificate. Just explain or put a note about the Canadian docs when submitting.

    Thanks for the post - this is quite helpful! Do you know if you need to personally pick up (or attend the ceremony) if you submit your application in Colombo? Can an authorized person pick it up on your behalf? Many thanks!

    1. Hi, don't know anyone who has got to that stage yet. It apparently takes up to 3 months from the time of lodging the application to get to payment stage (unless you pull some strings, which is always possible!). Don't think you need to be around to pick it up though...you can probably ask them to send it your local consulate.

    1. It is unlikely that they will contact you, best to try contacting them with your reference number. If its been more than around 8 weeks it is likely that your application has been approved but you won't know for sure until you ask them.

  5. Hi! Shevan, Thanks so much for posting this. Even though I'm applying from the the US it was very helpful. Did you get the dual Citizenship yet? I know a bunch of people who applied but no one has gotten it yet. Just curious to find out how long it takes. Thank you.

    1. It will take months...I know of people who have had their applications approved after about 3 months and they have paid up but to complete the process the Minister needs to be available to sign the certificates so with an election around the corner this is unlikely to happen anytime soon. If you have already applied best to call them every few weeks to check if it is approved and then pay up since it will then be (hopefully) committed!

      As Shevan mentioned above there will be a delay in the process due to elections as I have heard as well. I applied in End of April and I made the payments in mid July. The mystery is I don't think anyone knows the exact process just like any other formalities in SL which one has to expect, or does anyone know? As far as I have understood when you make the payment the next step is to get the certificate signed from the minister, if that’s the case then that's where I am stuck in the process.

Hi All, Just to give you a quick response on the process period, I handed over the documents for my sister in May 2015 after a bureaucratic battle (had to go up to the secretary as they said the applicant needs to come in person to hand over the papers) The secretary of the Ministry at the time who was obviously a forward thinking official ordered them to accept the documents and said that a circular needs to be sent that a blood relative should be bale to hand over it as long as you could prove your relationship by way of a birth certificate etc. We should still continue to lobby for this as I don't think the circular has been issued. It makes it much easier for the applicants to send it through a relative who is visiting them. Their hesitancy was due to middle men making money out of this process if this comes to play, which I can totally relate on in Sri Lanka. All their documents were certified by a solicitor in London.

      After handing over the docs in May their applications were approved in August and according to the Department records my sister had been sent a mail on 14th of August, which my sister claims that she never received. So we only found out in October that the application has been approved. Today (12th Oct) I went and paid the money and they said that the next steps will be notified through email :) So my advice would be to call the department periodically and keep on checking or keep an eye on your email as well.

    I applied in March and when I was in SL in JuneI went to passport office (4th floor dual citizenship office) and checked on my file. They said they have received it and all verification is done and waiting for approval. So far I have not heard anything and how do you know when to pay? Do you get notification from SL or from your local consulate office? anyone please answer?

  9. I applied on the 30th of March 2015 via the Consulate in LA. Since the Consulate nor the Embassy in DC were able to give me an update I called SL direct. The direct line is 94115329000, be prepared to be placed on hold for long periods of time. My first attempts(3 separate calls) resulted in being placed on hold for a total of 152 minutes!!!! I was successful on my next attempt (the following day) and with a bit of coaxing I was able to get the agent to check my file and found out that my application was approved and that I needed to make arrangements for payment at the office in SL, regretfully that is the only payment option. I have wired the funds to my sister who will make the payment this week.....now it's a matter of waiting (God only knows for how long???) for the certificate to be issued.
    Some tips:
    1- Don't wait to be informed, call SL direct.
    2- When you call choose to be served in Sinhala - press 1 after the initial greeting. Trust me, I tried English and all I heard was a recorded message.
    3 - When you get a live person, have your application reference number available.the agent I dealt with also asked for my DOB. Be pleasantly persuasive and try not to have them place you on hold again.

Then called last week they said certificates are ready and waiting for a ceremony date. So I would say a month from Payment, And chase again by that time

    4. Guys its unlikely that anything will happen until the new minister is appointed and he settles in..phoning them is useless. Best to go there or send someone there...there is a guy at the counter who can check status on his computer and tell you without too much hassle...need your ref numbers

    5. SL Dual Citizenship: How to follow up and the expedite approval process from the US.
      Things you need to have handy when contacting the Dept. of Immigration and Emigration in SL:
      1. Application reference number: US/LA/#/2015
      2. Your DOB and full name as it was recorded in your application
      Ideal Method:
      Have someone in SL visit the dept. with the above info.
      Or
      Call 94115329000
      Advice based on my experience:
      When you call be prepared to be on hold for extended periods of time. If you don’t succeed on your first attempt call back again same day/next day. Be patient and persistent.
      Your initial call is answered by an auto attendant with 3 choices of service languages, Sinhala, Tamil and English. I chose English initially and all I got was a recording stating that all agents were busy helping other customers and that the next available agent would help me…..never happened, even after being on hold for 152 minutes!!!! I called back and chose to be served in Sinhala and after about 30 minutes a live person answered and transferred the call to a controller…..the phone rang for about 15 minutes and I just hung up…. +/- 2 hrs. On hold, was all I could handle and besides it was getting close to midnight LA time (BTW this was on a Monday night starting at 10PM).
      Day2 – Tuesday around 10:30 pm LA time. This time I chose the Sinhala service right off the bat, and got a response after about 15 minutes! The person I spoke with was busy and asked me to call back (here is where persistence is required) I insisted on being served quoting my previous experience while letting the person know that I was calling from LA. The agent asked for my application reference number and after some research came back to me asking for my date of birth and full name as recorded in my application. In short order I was told that my application was approved and was given an 11 digit reference number (C###########) and was informed that the next step was to make payment using the 11 digit number at the Colombo office. Regretfully this is the only payment option. I wired the funds to a relative who made the payment and was given a receipt. My relative was told that it would be about 2 months for the certificate to be issued. Here again there is no option but to pick up the certificate yourself or authorize a relative in writing to pick it up on your behalf.
      My receipt of payment is dated 8/28/2015 and if all goes well I should know by 10/28/2015. I will be calling Colombo if I don’t hear from them.

  11. Just to add my experience last week. Passport office is quite helpful when you manage to meet them (full marks for the guy at the counter)
    My problem was the BANK. Application for my child was under 2.5 mil. fixed deposit category, as he is still in the final year at uni. The unnamed bank refused to give the much needed letter to state the FD is for three years & cannot be withdrawn for three years without the written consent of the Dept. of Immigration & Emigration. All because most of the officers at the branches have not got the knowledge of the law & rules regarding this requirement. I had to waste 3 days going backwards & forwards between the bank branch & the passport office to clear this hurdle. Only managed after complaining to the head office of the bank.

  13. I applied from Australia on 22nd of April 2015 via Melbourne Consulate.
    Tried to Call SL Today and it was successful after 15 minutes on hold. Just wanted to check the Status and said it's currently processing and will be informing to the email address specified on the Application when it reach to the stage of payment to be done. The person who answered the call indicated it may take 2 more months to reach this stage !.

    1. if you have all the required documentation you can apply while you are in SL, in my personal experience this process is faster than the consulate...for me start to finish it took 4 months and I applied while holidaying in SL. Hope this helps.

    2. In my opinion it is better to apply when you are in SL. I just did that at the end of last month for my children. They check the records/documents & inform you straight away any short comings. Make sure you take all the originals ( +photocopies) with you. The guy at the reception is grate, extremely helpful & courteous. Consulate staff are not always up to date on these matters.

  17. It was not the Foreign minister who was in-charge of it during 100 days period before the general elections. It was Minister of Tourism Development and Christian Religious Affairs Mr John Amaratunga.
    That is why I asked the question!

  18. Mr. John Amaratunga was the Minister of Public order, Disaster Management & Christian Affairs in the January 2015 Cabinet. Now It is Mr Tilak Marapana who is the Minister of Minister of Public order, . I checked the subjects coming under his purview but could not find any thing related to dual citizenship. Does any one know who is in charge of citizenship matters now

  20. Thanks Shevan, based on your update I have requested the Consulate in LA to look into the possibility of obtaining approval for overseas missions to stamp the passports of applicants who have been approved and have paid their fees. Hopefully this works out.

  21. Thank you Zee ZEE for your advice. I tried that no. from London several times. The call is greeted by a recorded message which says 'you call is valuable etc' and put you on hold for the next available agent 'as all their agents are busy'. You keep on waiting for a long time for a response but the line gets disconnected. I then got my brother in law in Sri Lanka to call the number and the result was the same . He tried all the three options given, Sinhala, Tamil and English services but no one picked up the phone . This is really frustrating. Does any one know a fax number or an email address to contact them? Thanks guys for all your input.

    1. I went through the same frustration in June when I tried to get an update about the status of my application over the phone and via email. I wasn't able to get through and neither were my family in Sri Lanka. I tried emailing them on the general email address published on the SL immigration web site, as I did receive an email reply to one of my previous enquires (but no response in this instance). I submitted my application in London on May 1st, and was only able to find out that my application had been approved and then pay when I was visiting last month. So as others have suggested, ideally if you are able to, you should have someone go there in person and enquire on your behalf. If they have your application number (or name and DOB) they should be able to check the status. I enquired about the procedure to collect the certificate, as I would not be there to do so in person. I was told I could nominate someone else to collect it (I was told that the only way to collect it would be by attending one of their ceremonies) on my behalf, by writing a letter to that effect, which I've now done. While I was told that I would be notified about this by email, I'm quite sure that I'll probably have to have someone enquire in person on my behalf in about 2 months time (I asked roughly how long it would take to get the require signatures for the certificate to be issued – over a month but before next year, was the approximate time estimate given).

      It appears that I lucked out with my call to the dept. unlike "worried" I did not get disconnected.... I did however make a several attempts and spent over a couple of hours on the phone before getting an answer.
      I agree with "Anonymous", if you feel calling is not going to work, then have someone in SL visit the local office with your reference numbers etc...

    4. I have shared this blog with the local consulate. While they have been extremely responsive and helpful through the application process and continue to take my calls and promptly return my calls, they have indicated to me that they too face the same issues as we do when trying to get through to the authorities in SL. Regretfully, the only way to get results is to work around the issues. While a bit frustrated, I am thankful to the SL government for reinstating the program and keeping the fees reasonable. The alternatives suggested previously were cost prohibitive and discouraging to say the least.
      Regarding sharing this blog on Twitter/FB etc... I don't see any restrictions to one copying the link and posting it...but as a courtesy to to Shevan, the creator of this blog, I would leave it up to him to do the sharing.

I too am grateful to the SL government for reinstating the provision of dual citizenship, and also appreciate that it will take a while for the current communication related issues to be ironed out.     2. I was only asked to make the payment and given a 11 digit reference number. I am getting a relative in Colombo to deposit the money. If not for Shevan's Blog I would be still waiting for the Immigration Dept. to contact me. Thank you Shevan for this great service. There may be so many others who are not aware of this Blog and waiting for a response from the Immigration Dept..   27. This is an update to my post dated October 9th. The Consulate states that after consulting with the Embassy staff handling dual citizenship, they feel it is very unlikely that the missions will be given the authority to stamp the foreign passports of applicants who have been approved and have paid the requisite fees.
    Regarding my status, I got through to the dept. in SL to follow up and was informed that a date has still not been set for the next ceremony for the presentation of certificates. I was told that it may happen in the next 2-3 weeks.

    Thanks again for posting your experience and many more like you to share their experiences when applying for Dual Citizenship in Sri Lanka. I am contemplating in applying for dual after I get my U.S citizenship (I am currently a lankan citizen) and after reading numerous application experiences above now i am not sure whether I want apply for SL citizenship at all.

    I will keep reading until i find a comment which reads "Finally I have received my Dual Citizenship" and make a wise decision for my future.

    Just got off the phone with SL. I was informed by a very helpful gentlemen who explained that our certificates ( wife and self) "have been printed and sent to the honorable minister for signature" He assured me that they will inform me in advance as to when the presentation ceremony will take place. I must say that I am quite excited to finally be able to get back to SL and feel at home, stay for as long as I want, invest and develop the property that we own without any reservation. It is a blessing indeed!
    BTW I dialed 94115329230 and got through on the second ring!! Amazing!!!!

    Our dual citizenship certificates are to be presented at a ceremony to be held on the 17th of this month at Temple Trees.
    I just received an email from my sister who got a call from the dept. informing her of the date.
    Regretfully we will not be there , but my sister will accept the certificates on our behalf. I feel a sense of relief and excitement.
    To all those who are still waiting to hear from SL, have patience the process is slow but working.

    1. That's brilliant news! Congratulations! So there's definitely light at the end of the tunnel and it's good to hear first hand, from someone who's had a call from the department. I applied on May 1st from London and paid on September 18th when visiting SL; But have been waiting for the 2 month mark before attempting to call to enquire about the status of the certificate & ceremony. But based on your news I might try calling them on the number you mentioned above to enquire tomorrow. Thanks for keeping us updated and posting your experience on this blog, it's certainly been helpful.

      I applied on the 30th of June made payment on the 28th of August and was informed of the presentation ceremony on the 4th of November. So that's a tad over 7 months. I wouldn't be surprised if you are in the same batch as we are....

    3. Just a quick update, though I don't yet know whether my certificate is ready and therefore whether it will be presented at the ceremony on the 17th. I got through to speak with someone within 5 minutes, after my third attempt on the above number. That in itself was progress for me, as it's the first time I've managed to speak to someone in person on the phone! So thank you for sharing it. The lady I spoke to, took my reference number and asked me whether I had received a call about the ceremony, after checking if I had paid. However, as I then said I was not in SL, she said it would be an email that I would receive. I mentioned that I had nominated a relative to collect my certificate on my behalf, so she then asked for their contact number. She said she would find out the status of my certificate and inform them. She did confirm that the next ceremony date had now been confirmed and was on November 17th. I'll be calling them again on Monday to check the status of my certificate. Fingers crossed that it'll be good news!

    6. A quick question around the invitation to the ceremony. Did you receive one by email in your name, after nominating someone else to represent you? That's what's happened in my case, so just wondering whether that would cause a problem when the nominee attends the ceremony on my behalf. I've forwarded on the invite to my sister who will be attending on my behalf, but not sure whether the fact that the invite is actually in my name is going to be a problem.

    Thanks Shevan for this blog.
    I applied for dual citizenship last April and didnt hear about it until few weeks back. I called immigration to inquire about work visa and then they suggested about that the dual citizenship is better than the work visa. I told I applied and havent heard anything yet, then they checked the reference number and said it was granted a week before. I told this to a friend of mine who applied well before me as she was also waiting to hear from immigration. When she called immigration she was told that it was granted on September. But none of us informed so far.
    So I made the payment 2 weeks ago.
    My advice is to check with them frequently.

    Im just wondering what would be the case if I'm visiting SL in December, do I need to get the tourist visa before I go although I made the full payment? I applied under "Retention" category and paid the money too, but recently I received the citizenship of the country I'm residing now.

    Could anyone give some suggestions?

Thanks for this blog, very helpful, though I found out about this when searched for what is the process for award ceremony. :) Applied while in SL in June, received the email few days to attend the award ceremony on 17th. Hopefully, my rep will get the certificate. so it took, close to 5 months, from start to end. not bad. Hopefully, the process will be fine tuned, and speed up further for the future applicants.

    2. I made payment on the 28th August and got an email informing me of the ceremony, on November 6th.
      The ceremony is scheduled for November 17th at Temple Trees.

  37. Hi all, Just to say that I too been given the certificate today (I have arranged a friend of mine to collect on my behalf). There is a query if someone can advise. I am in UK now, Can I travel to Sri Lanka with my British passport?. Obviously you need a Visa, which you cannot obtain as you are a dual citizen. Does it mean that you must now apply for a Sri Lankan passport. What about if I need to travel urgently before I obtain a Sri Lankan Passport. Can they endorse my British passport exempting visa as a dual citizen. If any one can help on this issue.

I have the same question that you've raised and was planning to contact the SL high commission in London or else contact the Dual Citizenship section in SL over the number that's been shared above to inquire about how to get the foreign passport endorsed. If anyone has already done this and knows the procedure, please do share it here. My certificate was collected by a relative on my behalf today as well, but it appears they have made a spelling mistake in the name, so I'll need to inquire about steps to have that corrected before I do anything else. As per my understanding you can travel on your British passport if it is endorsed, one of my siblings is a Dual citizen (obtained several years ago), and has traveled to SL on their Foreign passport (with endorsement) alone. One recent development was that, the IO at the SL airport asked them to carry their Dual Citizenship certificate when traveling with the foreign passport in the future.

    2. You can enter SL with your foreign passport and dual certificate now and don't need to renew visa. You can get the endorsement done on the passport if you wish. This will save you from having to carry the dual certificate when you are traveling.

Just thought of letting you know that the name correction was done without too much of a struggle - a couple of phone calls, and emails and then few hours at the SL Immigration Office was what it took. They made the correction on the issued certificate itself after I sent an email explaining the error and requesting correction. It appears they made an error when typing the name on the receipt that was issued when the payment was made - and that's the name they used when issuing the certificate. It never occurred to anyone that they wouldn't actually refer to the name (correctly spelt) on the application form that was submitted. So anyone making payments in the future, do double check your receipt to ensure the same doesn't happen to you :)

  44. I posted my application from London in July this year direct to Colombo by Recorded delivery. I called them many times. Keeps ringing - no answer. Someone said they do not accept recorded deliveries in Sri Lanka. Is this true ? If it is true my application may have got "lost".
    I may have to re-sumbit.

      As I am aware the documents need to be certified against the originals by an officer at SL immigration or at the London HC.
      Best is to go & hand over in SL as they check all are in order before accepting & issuing a reference number.
      If that is not possible go to London HC.
      Unfortunately the 'police reports' are now out of date.
      Do not delay as It takes months to process.

  45. I think you need to go to Sri Lankan embassy in London and handover your documents, since they verify the authenticity of the documents and they send the documents directly to SL. This is what Canadian Embassy told me and I did that I got my certificate last week

  47. I was lucky to be in SL 2 weeks before the award ceremony on the 17th of this month. I went to the Immigration Dept. in Colombo and collected the invitation. There was a long queue outside the Temple Trees to enter the place hours before the ceremony took place. This was because of security checks. Thankfully (skies were threatening to comedown) the gates opened sharp at 8.30 am and the queue started moving. Once inside we were treated to a very sumptuous morning tea. The proceedings started sharp at 10 as scheduled. The President, the PM, and a number of Ministers were present. The speeches were short and the whole ceremony was over in one and a half hours. It was well organised. a few were given the certificates on the stage by the VIPS and the others were given their certificates at their respective seat by the officials, without having to queue up. That was a great move, otherwise handing over of nearly 2000 certificates to the recipients would have take taken the whole day. My congratulations to the organisers for a job well done.
    Now the next step; getting the Passport endorsed. I went to the immigration Dept the next day. I was given a form of 3 three pages, titled Application for Visa Exemption. In addition to details of yourself and parents, the date of obtaining foreign citizenship etc. it also required copy each of my foreign passport, SL dual citizenship certificate and a photograph. I had to go back to get these documents. I came again the next day with the application filled and with the required documents. Handed over the application with the documents and my foreign passport , I was given a token and asked to go to the cashier's counter and obtain a fee exemption endorsement. ( There is no charge for the visa exception for dual citizens, yet you have to get this note from the cashier}. That done and handed over, after about 45 minutes I got my foreign passport back with the visa exemption endorsement. So, if you want to avoid a second trip, go armed with these documents to get the endorsement on your passport. Thank God everything has now ended well and my gratitude to Shevan for the Blog, if not for that I would be still waiting. At last I am Happy now. . .

  50. when myself and wife were Canadian, our baby was born in Canada. so we could not register the birth of our daughter in sri Lankan consulate since none of parents were Sri lankan at the time of birth of our daughter. In this situation can we all three apply for dual citizenship, if so how will we get dual citizenship for our daughter. please advice for this question

    1. Apply for your Dual and get that first.

      After getting your Dual you should be able to register your Daughter for SL Citizenship. I think you will have to pay a fine for each year. Which is a small amount.

      After your Daughter get her SL Citizenship certificate you can apply for her Dual.

      (please note this is my opinion and I am NOT an expert)

  51. As your daughter does not fall into either 'resumption or retention' categories, the answer may be negative.

    A friend of mine in London has the same issue, they both had obtained British when the son was born.

    But they are still trying.

    In SL anything is possible.

    Probably better for both parents to apply first & explore the possibility of registering the daughter's birth.

    (please note this is my opinion and I am NOT an expert)

Since then I am calling SL every week but the response that i am getting is that my application placed before the committe and waiting for its decision. Does anyone know how long that we need tp wait for the committe to make a decision?

      They told me today that our applications have been put to the committee which should meet in about one and half months time. Sounds ok considering X'mas & new year holidays.

  54. I applied for the same from US in July 2015, and I could get my reference number through phone in September. The person who talked to me said it takes about three months to submit to the "Approval Committee," for their approval. The approval committee consists of members from immigration, defense and other departments.The instructions for the application says that if and only the Minister approved the application, applicants would be informed to make the payments. I tried again last week to contact them, but faced the same problem, I was put on hold for more than half an hour.Yet, I did not get any live person talked to me. Why this happening? nobody knows!

    1. I would try the direct numbers, 94115329230 or 94115329240 rather than the general number published on SL immigration website, if that's the one that you have been trying. I faced the same issue earlier, but the direct numbers published on this forum, certainly helped, as I was to get through to speak to someone within a few minutes. I did however time the call such that it was around 9am SL Time. Applied in May and received my certificate during the November ceremony, after payment in September.

      "5. Everyone over 18 years needs a police certificate. When I asked them 3 weeks ago they said I need to get it from UK even though I have been in Sri Lanka for more than a year now. But today they said if the applicant has been in Sri Lanka for more than 6 months then a police report from Sri Lanka will be accepted! There goes (£45 x2) down the drain!"

      According to the same analogy, your Police Report should be from UAE. But remember in SL things can be different at different times ?

      If you cannot get a definite answer from SL, may be a safe bet to have both UK & UAE.

    Better if you can log the application before the expiry. If not give both old & renewed passports with the application. Is it a renewal of the passport or a new passport (need after 10 years) ?

    1. Open a Bank of ceylon NRFC Fixed depost account with your overseas passport. you don't need NIC for NRFC account and request letter for dual citizenship.

      Note: Bank letter must mention dual citizenship purpose and your money holding with BOC for three years.

      If yes have they put the application to the 'Committee' ?

      Only when committee approves, the payment is requested.

      You may phone SL & find out the progress. It is difficult to get through but when through they are quite helpful.

      I checked the Immigration website today and the next Ceremony is tomorrow (05/02/2016) and they listed some C numbers for this ceremony. I made the payment in first week of Jan and did not see my C number in the list. Do anyone else in the same situation as me. Cannot call them as today is a holiday there.

  74. I have a somewhat different question about how you should use your two passports (SL & UK in my case) when traveling to SL after being granted Dual Citizenship. Does anyone know whether you just need to use SL passport for inbound flight check-in and then present your SL passport to SL Immigration when entering and leaving SL? And using foreign passport for return flight check-in, also showing airline staff the foreign passport (permission to enter destination country) when boarding the return flight. Just wanted to find out what the correct thing to do would be, given that neither passport has a reference to the fact that I'm a dual citizen - and that probably isn't really required as I have a SL passport. Appreciate input from those dual citizens who have traveled to SL with two passports.

    1. I have been travelling to SL & back to UK over 25 years as a dual citizen.

      Technically you cannot keep a foreign passport without dual in SL, otherwise your SL passport becomes invalid/illegal.

      Unless you have got your SL passport stamped as a 'dual citizen', you need to carry the original dual cert with you, which is not safe & practical.
      In my case I have my SL passport stamped.

      At LHR I show both passports at check-in & only UK at the immigration.
      At Katunayake I show the SL passport. This is important if you need to buy items at duty free or need to clear goods sent by ship, otherwise you do not get the duty free allowance, eligible only to Srilankans.

      On the return I show the SL passport at Katunayake &
      UK passport at LHR (Scan & go)

      Hope I have clarified you query.

    3. Thank you. That’s very helpful. In my case I applied to retain my SL citizenship, by making a Dual Citizenship application prior to naturalizing as a UK citizen. All completed within the last 8 months, so the next time I travel to SL I will not have either passport endorsed as a Dual Citizen. This is unless the SL High Commission in London would be able to do this - I'd prefer to get my SL passport endorsed as well. I will call them to find out, but do let me know if you perhaps already know the answer.

      One follow-up question around the passport to use for flight check-in, should that not be with the passport of the country you have permission to enter? I.e. because your passport details used at check-in are shared to the destination country (by the airline through Advance Passenger Information: API)? So when checking in at LHR I’d assume you use the SL passport. But when checking in CMB, you use the UK passport? I'm thinking you need to show a different passport to immigration control staff than what you would show to airline staff.

      So in summary:
      For UK->SL Travel
      1) Use SL passport for check-in.
      2) Show SL passport to Airline staff.
      3) There is no exit Immigration control in LHR, from what I know. Unless this has been introduced recently? So there would be no need to show UK passport - But do correct me If I'm mistaken here.
      4) Present SL passport to Immigration control on arrival in SL, who will record arrival stamp in SL passport.

      For SL->UK Travel
      1) Use UK passport for check-in.
      2) Show SL passport to Immigration control in CMB, who will record departure stamp in SL passport.
      3) Show UK passport to Airline staff when boarding.
      4) Use UK passport on arrival in UK to scan and go.

      Does that sound about right?

      2. Sometimes they ask for the British. Need to just show, no stamping. They only stamp the passport with the arrivals stamp.

      As far as I know foreign missions of SL do not have the authority to stamp 'dual'.
      In fact there is a comment above to that effect from someone in US.

      Best when in SL go to the Immigration office in Borella about 8am & if lucky may be able to collect your stamped passport by about 2.30.

    5. Thanks for that, I forgot about the arrival card.

      I called the SL High commission in London yesterday to enquire, but am not entirely sure I received the correct information over the phone. What they said is I could do this using the IM37 form, to submit the completed form & processing fee along with Dual Citizenship Certificate, Naturalisation Certificate and Passport. But having looked at that form online, I see its to either renew passport or make an alteration to an existing passport.

      Can I ask whether the Dual stamp you refer to is an endorsement on the "alterations and observations" page of your SL passport stating you are a Dual citizen of SL and UK? If so then the above guidance would appear correct.

      From memory the previous passport was stamped by London HC, then that was about 20 years ago.

  75. I submitted my Dual Citizenship application towards the tail end of October. In January( When I was in SL), I tried to contact the Immigration office by using all the numbers given above. Never got through to anyone. In the end, I contacted the office via someone I knew and was told that my application is not in Borella. Two days later the same person called back to say that they have identified the application and will be submitted to the committee. Last week the same person rang me to say that the application was not in the bundle for the last committee but it is in the bundle for the next.
    When is the next committee meeting most likely to be?. I haven't had any acknowledgement or a C number yet. I am flying to Colombo again in 6 weeks and it would be great if I could make the payment whilst I am there!!

    1. Did u apply in SL ? If so they would have issued a C--------- number when accepting the forms.
      There will be a C number given before putting to the committee.
      Ask your friend to get your most important C number. without that you are not going to get anywhere when contacting them

      Good luck, do not get disheartened, there should be light at the end of the tunnel.

    2. Agree with the above response. Note that, even if you submitted your application through an overseas high commission, once the application is logged in SL they will assign a C######### number. The receipt issued by the high commission in London didn't have this reference. Last year I submitted my application through London, but paid when I was in SL later that year. At the time they asked for my name and DOB to locate the application and gave me the C#########, because the number on the original receipt issued in London didn't have this. If you're in Colombo I'd suggest you just go down in person and enquire. This is what I did, and was told the application was awaiting payment. They print the payment receipt with this C######### reference.

    I paid the fee last week and got a receipt for it.
    Can anyone inform me how long it will take them to issue the certificate after the payment has been done.

    1. Once you pay the certificate is sent to be signed by the minister. In my case last year it took approximately 1-2 months after payment. Note however, once the certificate is signed there will be a wait for the next citizenship award ceremony, which is where the certificate will be handed over. The last one appears to have been yesterday, so you will need to keep an eye out for when the next ceremony is going to be.

  77. I paid 18th Jan 2016 with C No, why not list my no for 5th Feb Ceremony.

    1. Most probably because they already had a backlog of approved applications from last year, and were unable to accommodate everyone in this ceremony. Hopefully they will announce details about when the next ceremony is soon.

    3. I just noticed that you've mentioned that your payment was made on the 18th. So there hasn't been sufficient time for your certificate to be signed by the minister, which only happens after payment. From what I've seen you need to give that step at least a month, sometimes more from payment. Its only after that, that you will be included in the next available ceremony.

    4. To be pessimistic, leave at least 2 months after payment, assuming paid cash. If by draft it might take longer.
      I understand that if you pay cash they print the cert straight away & keep it for the minister's signature.
      If by draft then they have to wait for clearance confirmation from the bank hence more administrative delays before they print the cert. ready for the signature
